    Brief

    Oldham Council is seeking a service provider to deliver support services and day-to-day building management for A Bed Every Night (ABEN) Phase 6, a accommodation scheme for people experiencing homelessness. ABEN has operated since October 2018 and provides 33 bedspaces (including one emergency bed) across three buildings, with six spaces designated for individuals with No Recourse to Public Funds (NRPF). The service accommodates 90-120 people annually and operates as a 24-hour self-contained accommodation scheme with support services. The contract runs from 1st April 2026 to 31st March 2029, funded through a Greater Manchester Combined Authority grant supported by contributions from Public Health, Probation, and the Mayor's Fund. The successful provider will be responsible for accommodation support, housing management, and operational management of the three leased buildings. This is a competitive procurement process open to eligible service providers.
