Digital Accessibility and Cybersecurity Enhancement in Mielec

The contract involves enhancing digital accessibility and improving cybersecurity in the City of Mielec. The procurement is divided into three parts, allowing suppliers to submit bids for one or more parts. The awarded contracts will follow the templates outlined in Chapter II of the procurement documents. Suppliers may be awarded multiple parts. The three parts are: 1) PART I - Purchase and implementation of IT infrastructure, including: a) 1 storage array, b) 3 servers, c) 2 Oracle servers, d) 1 backup server, e) 2 FC switches, f) 2 network switches, g) 1 core switch. 2) PART II - Purchase and implementation of a city portal to improve digital accessibility, including: a) Delivery of a perpetual license for a CMS platform for the City Hall Portal, b) Installation, configuration, and parameterization of the portal, c) Implementation of the system with ongoing support, including workstation assistance, d) Launch of the City Hall website based on the provided system, e) Ensuring full compliance with the latest W3C and WCAG 2.1 standards. 3) PART III - Software solutions and services, including: a) Delivery and installation of sensors, b) 3 server operating systems, c) Implementation of e-services, process optimization, expansion of e-book, d) Digitization of resources, e) Implementation of two-step login, f) 6 single-pass document scanners, g) Purchase of 20 laptops, h) Purchase and implementation of a SIEM/SOAR system, i) Purchase of an SQL database, j) Electronic document circulation, k) Information Security Management System. Detailed descriptions of the procurement are provided in Chapters II and III of the procurement documents. The contracting authority plans to use a reverse procedure, where offers are first evaluated, and then the qualifications of the highest-rated supplier are assessed. The contracting authority allows equivalent solutions to those described in the documentation. Suppliers must demonstrate that their equivalent solutions meet the requirements set by the contracting authority. The contracting authority does not allow bids from suppliers from third countries, except for those from countries that are parties to international agreements ensuring equal access to public procurement markets. This restriction also applies to subcontractors and suppliers of goods and services from those countries. Offers from suppliers subject to these restrictions will be rejected as non-compliant.
