Romania – Railway Bridge Construction and Rehabilitation Works – Stage II SRCF Galați – 2 Lots (Design and Execution)

This procurement aims to design and execute works related to the investment objective "Rehabilitation Works for Railway Bridges, Viaducts, and Tunnels Stage II within the SRCF Galați area" – 2 lots (design and execution), according to the specifications document no. 724/MP/32 dated April 10, 2025, SRCF Galați. The project includes the development of technical designs and execution details, which will be verified by certified technical reviewers, and obtaining construction permits. The AFER approval for the specifications document developed within the technical project will also be obtained. The works will be executed following the approval of the railway and road traffic management plan. The general objectives of the project are as follows: improving railway traffic safety on the railway network; reducing adverse environmental effects; ensuring the safe movement of people and goods; eliminating and reducing costs generated by railway accidents and incidents; increasing the efficiency of railway network operation and maintenance in Romania; eliminating associated risks or restrictions, such as speed restrictions, tonnage limits, speed limitations, gauge limitations, and flood risks. The minimum investment indicators are: Lot 1: New single-track railway bridge with 4 spans of 34 m each; new structure with a lifespan of 100 years; rehabilitation of the railway embankment for a single track over approximately 20 m; complete restoration of 240 meters of railway line; maximum axle load for the rehabilitated structure and track: 22.5 t/axle; Lot 2: New single-track railway bridge with a span of 43.40 m; new structure with a lifespan of 100 years; rehabilitation of the railway embankment for a single track over approximately 400 m; complete restoration of 430 meters of railway line; maximum axle load for the rehabilitated structure and track: 22.5 t/axle. Economic operators are advised to visit and examine the work site, including the surroundings, and to obtain all necessary information for preparing their offers. The economic operator will take all necessary measures to avoid any accidents that could result in death or physical injury to a person and/or loss or damage to property, bearing full responsibility in the event of such occurrences. The economic operator will cover any potential costs, losses, or damages resulting from visiting the work site. It will be assumed that the bidder who is awarded and signs the contract has inspected and examined the work site, its surroundings, data, and other available information and is satisfied with all relevant aspects before submitting their offer. During the clarification request period, which is 22 days before the deadline for submitting offers, operators wishing to visit the site must announce their intention and send the organizer of the procedure a minimum of 48 hours in advance, the names of the delegated representatives. The organizer of the procurement procedure will confirm 24 hours in advance to all economic operators who have declared their intention to participate with offers any details related to this. Any interested economic operator has the right to request clarifications/additional information regarding the award documentation 22 days before the deadline for submitting offers. The contracting entity will respond clearly and completely to all requests for clarifications/additional information regarding the award documentation on the 12th day before the deadline for submitting offers. The contracting entity will not respond to clarification requests sent after the established deadline. Any request for clarifications must be submitted in SEAP, signed with an extended electronic signature.
