HR System Procurement for Kirkkonummi Municipality

Kirkkonummi Municipality is seeking a comprehensive Human Resources (HR) system to manage personnel administration and payroll functions. This new HR system will replace existing systems and manual data processing, ensuring compliance with municipal sector collective agreements. The system must facilitate easy management of employment-related data, including various aspects of payroll. It will enable Kirkkonummi's payroll administration to be handled in-house, covering payroll calculations, payment and accounting details, leave entitlements, reporting, and statistics. The HR system should support modern interfaces for data exchange with other systems and serve as the primary source of master data for personnel and employment information. The procurement aims to acquire a ready-made HR system solution that includes all necessary functionalities for the described areas and processes. The procurement consists of the following service components: - Software as a Service (SaaS) - Implementation and customization for the client - Application maintenance services - Ongoing development and consulting services as needed. The proposal must cover all these service components, and the procurement is not divided into parts. Additionally, it may include minor technology and special equipment purchases related to service delivery, as well as supplementary services like travel and expense management functionalities.
