Hydrological and Geotechnical Studies in Romania

The contracting authority intends to establish a framework agreement for conducting hydrological studies, geotechnical studies, and field geophysical investigations at water crossings with pipelines, riverbank protections, and riverbed thresholds. Key details include: a) a maximum of 10 economic operators will be part of the framework agreement, with a minimum of 2; b) there is an option to award subsequent contracts through renewed competition if the framework agreement is concluded with multiple operators; c) it is estimated that 2 contracts will be awarded per month; d) the award criterion will be the lowest price; e) estimates of minimum and maximum quantities that may be requested during the entire framework agreement, as well as for individual subsequent contracts, are provided in the framework agreement description document; f) the estimated value of the largest subsequent contract to be awarded is 798,810 lei; g) the maximum estimated value of the framework agreement is 5,999,910 lei. Suppliers have the right to request clarifications or additional information regarding the award documentation until the 18th day before the deadline for submitting offers, as per Article 173 of Law No. 99/2016, amended and supplemented by OUG 107/2017. The contracting authority will respond to all requests for clarification or additional information by the 11th day before the deadline for submitting offers.
