The contracting authority, the Municipality of Craiova, intends to establish a framework agreement for technical design services, quality technical verification, designer assistance, and execution of modernization and rehabilitation works for streets, sidewalks, and alleys in Craiova, according to the requirements of specification document no. 196289/02.11.2021. The modernization and rehabilitation works will significantly contribute to the development of Craiova, enhance the safety of local traffic, and improve the conditions for both vehicular and pedestrian movement. This will also facilitate easier access for emergency response teams (ambulance, firefighters, police, etc.) when necessary. Additionally, this procurement will help reduce air pollution and promote a shift towards less polluting transportation methods, positively impacting the environment and public health. The services and works covered by the framework agreement are detailed in specification document no. 196289/02.11.2021. Subsequent contracts executed under the framework agreement will involve three phases, as outlined in specification document no. 196289/02.11.2021 and the attached technical documents: - Phase I: Technical design services, including quality technical verification. The technical documentation for this phase includes the requirements specified in phases III and IV of HG 907/2016 and includes: a) Preparation of documentation for obtaining approvals, agreements, and authorizations; b) Preparation of technical documentation for authorizing construction works – P.A.C./D.T.A.C; c) Preparation of technical documentation for organizing the execution of works – P.O.E./D.T.O.E.; d) Preparation of the execution technical project; e) Verification of technical documentation by certified project verifiers; f) Preparation of a health and safety plan; g) Presentation report prepared by the designer regarding the execution of the work; h) Preparation of the 'as-built' project. - Phase II: Execution of the works included in the technical project and execution details prepared by the contractor and approved by the contracting authority. - Phase III: Technical assistance from the designer during the execution of the works and until the signing of the final acceptance report. The estimated minimum and maximum quantities during the framework agreement, for each lot, as well as for a subsequent contract, are presented in Annexes 1 and 2 to specification document no. 196289/02.11.2021. These represent estimates of the quantities that may be requested throughout the duration of the framework agreement, which may be smaller, equal, or larger than the estimated quantities, depending on the needs of the contracting authority. Modifications to the framework agreement/public procurement contract during its validity period will be made under the conditions provided in Article 221 of Law no. 98/2016 with subsequent amendments and completions. Modifications to the framework agreement/public procurement contract during its validity period, other than in the cases and conditions provided in Article 221 of Law no. 98/2016 with subsequent amendments and completions, will be carried out by organizing a new award procedure, in accordance with the provisions of the law. Deadlines for submitting/responding to requests for clarifications/additional information: A. According to the provisions of Article 160 paragraph (1) of Law no. 98/2016 with subsequent amendments and completions, the deadline by which any interested economic operator has the right to request clarifications or additional information regarding the award documentation is 18 days before the deadline for submitting offers. B. According to the provisions of Article 160 paragraph (2) of Law no. 98/2016 with subsequent amendments and completions, the contracting authority will send the consolidated response to the requests for clarifications/additional information on the 11th day before the established deadline for submitting offers, provided that they are submitted within the specified timeframe.
