This framework agreement is for construction works related to facilities, buildings, and properties owned or maintained by the Helsinki Regional Transport Authority (KLOY), the City of Helsinki's Transport Department (HKL), Länsimetro Oy (Länsimetro), and Sammalvuori Metro Depot Oy (SMV). The specific details of the procurement are outlined in Appendix 2 of the request for proposals. Each contracting authority - KLOY, HKL, Länsimetro, and SMV - will make independent procurement decisions and contracts. For clarification, KLOY represents all contracting authorities in matters related to the execution of services under the agreement. The estimated value of the procurement, excluding VAT, over the entire contract period (including possible option periods) is €63,000,000. The estimated values for the procurement are distributed among the parties as follows: - KLOY's estimated orders: approximately €20,000,000 (excl. VAT). - HKL's estimated orders: approximately €20,000,000 (excl. VAT). - Länsimetro's estimated orders: approximately €20,000,000 (excl. VAT). - SMV's estimated orders: approximately €3,000,000 (excl. VAT). The framework agreement does not impose any minimum purchase obligations and does not grant the service provider exclusive rights to provide the services under the agreement. The contracting authority will procure services as needed based on separate orders. The contract period for the framework agreement is two (2) years, with the possibility of two (2) additional two-year option periods, subject to separate decisions by the contracting authorities (i.e., contract period of 2 years + options of 2+2 years). Three (3) bidders with the highest total points who submit compliant proposals will be selected for the framework agreement. If there are fewer than three (3) compliant proposals, all compliant bidders will be selected. The framework works consist of hourly work related to maintenance, repair, and upkeep. The contracting authority may also request bids for construction contracts within the framework agreement. For individual orders, the service provider commits to performing the work at the hourly rate specified in the proposal, according to a schedule agreed upon with the contracting authority. The selection criterion for mini-competitions is the most economically advantageous offer, with the lowest price being the most economically advantageous. All other conditions of the mini-competition, except for price and any project-specific carbon neutrality requirements, are defined in this framework agreement. PRINCIPLES OF USING THE FRAMEWORK AGREEMENT: The contracting authority may assign hourly work to the most suitable framework agreement supplier when the value of the hourly work is below €60,000. For hourly work orders valued between €60,000 and €150,000, orders will generally be placed according to the ranking of the framework agreement suppliers, taking into account the available resources of the contracting partner and the urgency of the contracting authority's schedule. Generally, orders valued between €150,000 and €200,000 will be placed on a 50-50 basis between the first and second-ranked framework agreement suppliers, and if necessary, from the third-ranked supplier, always considering the available resources of the contracting partner and the urgency of the contracting authority's schedule. The contracting authority may always choose to mini-competition construction contracts for projects that fall below the EU threshold for construction contracts under the Public Procurement Act (1398/2016). Generally, the contracting authority will mini-competition orders exceeding €200,000 among framework agreement suppliers.
