    Brief

    Derby City Council is looking to establish an open framework for suppliers to provide emergency accommodation. This framework will help the Council meet its legal obligations and respond to urgent housing needs. The Council seeks suppliers who can offer emergency accommodation for individuals experiencing homelessness, as defined under the Homeless Reduction Act 2017. This includes providing nightly paid accommodation for those who have no other place to stay. The Council will work with these households to help them find permanent housing solutions as quickly as possible. The framework consists of two categories: • Lot 1 - Room Only emergency accommodation • Lot 2 - Self-contained emergency accommodation Further details about these categories can be found in document TD2177 - ITT Part 3 Specification. While Derby City Council will primarily use this framework, Erewash Borough Council may also utilize it for their emergency accommodation needs, with an estimated annual spend not exceeding £500,000. The framework will operate under the Light Touch Regime, allowing for flexible procurement methods as outlined in the Procurement Regulations 2024. The initial duration of the framework is three years, starting from April 1, 2026, and ending on March 31, 2029, with a potential extension of up to 60 months based on performance and funding availability. Suppliers interested in participating must express their interest and obtain the necessary documentation by 11:30 PM on December 17, 2025. It is advisable to do this well in advance to prepare and submit a bid. The deadline for submitting bids is 10:00 AM on December 18, 2025.
