Feasibility Study and Consulting Services for Overpass Construction in Bucov

This procurement procedure aims to acquire services for the development of a feasibility study, urban planning documentation, obtaining necessary permits, technical expertise, traffic studies, and land studies (topographic, geological, hydrological) for the investment project "OVERPASS FOR TRAFFIC FLUIDITY ON DJ102E/DN1A/DN1B - BUCOV". The purpose of this documentation is to create a complete technical-economic documentation in accordance with HG 907/2016, necessary for promoting the investment and obtaining funding, as well as providing an efficient technical solution for constructing an overpass to improve traffic flow in the area of DJ102E/DN1A/DN1B – BUCOV. The anticipated benefits include improved traffic flow in the northeast area of Ploiești at the intersection of DN1B/DJ 102E with DN 1A, significantly reducing travel times. The works fall under category C - normal importance works and will be carried out in compliance with European Union norms and standards, in accordance with H.G. 766/1997 and Law 10/1995 regarding the mandatory use of approved materials for construction. The importance category of the construction is established based on Law 10/1995, "Law on Quality in Construction", respecting the "Regulation on Establishing the Importance Category of Constructions - Methodology for Establishing the Importance Category of Constructions" approved by Order MLPAT no. 31/N/1995 and H.G. 766/1997 regarding the Regulation in Annex 3 on "Establishing the Importance Categories of Constructions". The execution of the works will lead to: - Improved traffic flow on DN 1A - Creating optimal conditions for economic development in terms of road infrastructure for local businesses; - Reduced fuel costs; - Decreased waiting times; - Increased lifespan of road infrastructure by increasing travel speed. The total estimated value for bidding is 2,075,000.00 lei excluding VAT. Any interested economic operator has the right to request clarifications/additional information regarding the award documentation until the 22nd day before the deadline for submitting offers. The contracting authority will respond clearly and completely to all requests for clarifications/additional information regarding the award documentation on the 12th day before the deadline for submitting offers. The contracting authority will not respond to clarification requests submitted after the established deadline.
