Tactical Trucks Procurement Opportunity

This procurement opportunity is for tactical trucks and related services. The scope includes: • New and used tactical trucks, as well as vehicle combinations made from new or used tactical trucks and various new and used trailers, complete with spare parts and equipment. • Maintenance, servicing, repair, equipping, inspection, and operational training services. The procurement details are further described in the tender document attachment 1 "Procurement Details". The framework agreement is expected to commence on July 1, 2025, and will last for four (4) years. Framework agreements with selected suppliers will remain valid throughout the duration of the framework agreement and beyond, as long as the related procurement contracts are in effect. However, framework agreements will be valid for a maximum of two (2) years after the end of the framework agreement. Procurement contracts can only be made during the validity of the framework agreement and may last for a maximum of two (2) years after the framework agreement ends. Notably, contracts for maintenance, servicing, repair, and inspection services may remain valid as long as the services are provided for the vehicles acquired under the procurement contract. Purchases based on the framework agreement can be made during the validity of the procurement contract, ensuring that ordered products and services are delivered before the contract expires. The estimated value of the framework agreement is between €26,000,000 and €37,000,000 (excluding VAT). This estimate is based on information provided by participating clients regarding the use of the framework agreement. The maximum value of the framework agreement is €37,000,000 (excluding VAT). Determining the monetary value of the procurements is complicated by the possibility of unforeseen changes to the funds initially allocated to the clients during the framework agreement period. The framework agreement will include both comparably priced and client-specific equipped trucks. Approximately 60% of the estimated total value (excluding VAT) is expected to come from comparably priced trucks equipped according to requirements, while about 40% will come from other trucks and the maintenance, servicing, repair, and inspection services for those trucks. The share of additional paid services included in the procurement is estimated to be marginal. The goal of this tender is to establish a framework agreement with five (5) suppliers for the clients listed in attachment A "Clients" of the tender.
