    Brief

This contract involves the purchase and delivery of unmarked passenger vehicles for the Silesian Police under a framework agreement divided into 17 tasks. The contracting authority will enter into a framework agreement with a maximum of eight (8) contractors whose offers meet all requirements and receive the highest scores based on the evaluation criteria specified in section XX of the contract notice. If fewer than the maximum number of acceptable offers are received, the authority will enter into a framework agreement with all contractors who meet the requirements. If only one acceptable offer is received for a specific task, the authority will enter into a framework agreement with that contractor. After the framework agreement is signed, the authority will issue partial orders as needed, based on available funding, without conducting a competitive procedure. The authority will rank the contractors based on their scores and will approach the highest-ranked contractor first when a partial order is needed. If the highest-ranked contractor cannot fulfill the order, the authority will approach the next contractor in the ranking, and so on, until the order is fully satisfied. The prices offered in the framework agreement cannot exceed those in the initial offer, and the authority allows for substitutions of vehicles under certain conditions. Technical specifications are detailed in the attached documents, and failure to meet minimum requirements will result in rejection of the offer.
