Patient Transport Services for Dialysis in Sofia

This public procurement contract involves providing transportation services for patients requiring dialysis treatment from their homes to the Dialysis Department at "Sveta Anna" University Hospital in Sofia and back. The service includes transporting dialysis patients from Sofia and surrounding municipalities based on a detailed schedule provided by the contracting authority at the end of each month for the following month. The contract duration is 24 months, which may be shortened upon reaching the maximum amount of 700,000 BGN excluding VAT. Approximately, the hospital conducts around 7,200 transport trips per year, totaling about 14,400 trips over 24 months. Transportation is scheduled based on a timetable prepared by the contracting authority, which includes patient names, addresses, contact numbers, planned dialysis sessions, and specific days and times for the respective month. The contractor must adhere strictly to the provided schedule, ensuring patients are transported to the dialysis department no later than 30 minutes before their scheduled dialysis time, and returned to their specified addresses no later than 30 minutes after the end of their dialysis session. Transportation services are required even on weekends and holidays, except Sundays. Participants must use vehicles that meet all technical requirements according to regulatory and administrative acts, and must provide transportation options for patients in a seated position, including space for individual wheelchairs and an accompanying person. Participants may submit only one offer, and alternative proposals are not allowed. Payments will be made in BGN via bank transfer to an account specified by the contractor, deferred for up to 60 calendar days after submitting an invoice and report for the previous month's transport services, which must be reviewed and approved in writing by the Head of the Dialysis Department. The final price includes all associated costs for the services outlined in the contract, specifically the transportation of dialysis patients from their specified addresses to the Dialysis Department at "Sveta Anna" University Hospital and back.
