    Brief

    The Department for Transport seeks suppliers to provide social research, monitoring, evaluation, and economic analysis services to support internal research teams in the roads and freight sector. This Framework agreement will use a call-off approach (potentially taxi-rank style) to allocate individual commissions to suppliers as needed throughout the contract period. Required capabilities include: primary qualitative and quantitative research, secondary data analysis, evidence reviews, process and impact evaluation, value-for-money assessments, and economic analysis (including literature reviews, cost-benefit analysis, and modelling). Suppliers must have or be able to access transport-related subject matter expertise, which may be provided through sub-contracting arrangements. Deliverables from this Framework will directly inform transport policy decisions and build the evidence base across multiple transport policy areas. This is a reprocurement opportunity for established providers.
