    Brief

    Norfolk County Council is seeking to establish a new specialist behaviour support service aimed at helping families with children and young people who exhibit challenging behaviours that may endanger their safety and the safety of others. This service will provide intensive support, informed by Positive Behaviour Support (PBS) principles, to approximately 12 families each year. The focus will be on children and young people identified by professionals as being at high risk of entering social care within six months due to their behaviours. The service will prioritize behaviour-led criteria rather than diagnosis-led, ensuring that support is tailored to individual needs. The goal is to enhance the skills of both the children and their caregivers while employing the least restrictive practices possible. Additionally, there will be two Market Engagement sessions where potential providers can contribute to shaping the service.
