Planning Consultancy Services Framework Agreement for Dublin Port Company

Dublin Port Company (DPC) is establishing a multi-party framework agreement to secure planning consultancy services for its operations and development projects. The framework will provide access to expert planning professionals to support DPC's strategic initiatives. Core services include: preparing and coordinating planning applications; assessing and appraising potential site acquisitions; developing planning strategies and master plans; managing Environmental Impact Assessments and Appropriate Assessments under EU regulations; coordinating traffic impact assessments and mobility plans; negotiating development contributions; representing DPC in pre-application consultations and appeals before planning authorities and An Bord Pleanála; managing Compulsory Purchase Order matters; liaising with statutory bodies; and coordinating specialist environmental consultants (arborists, archaeologists, etc.). Additional services include monitoring third-party planning applications affecting DPC, supporting foreshore licensing applications, and providing ongoing advice on planning law and guideline changes. Successful tenderers should be experienced in Irish planning law, An Bord Pleanála procedures, environmental assessment regulations, and stakeholder engagement. The framework is non-exhaustive, and DPC may request additional planning consultancy services during the agreement period.
