Green Lab Roadmap and Feasibility Study for Vietnam's Renewable Energy Grid

Vietnam is expanding renewable energy capacity to achieve ambitious growth and net-zero emissions targets. The UK Government, through UK PACT, is supporting the National Electricity System and Market Operator (NSMO) to establish a Green Lab—a state-of-the-art facility designed to enhance grid stability, improve cybersecurity, and build technical capacity for integrating high levels of renewable energy into the national power system. This Request for Quotation (RfQ) seeks qualified suppliers or consortia to: (1) develop a comprehensive Green Lab Roadmap and detailed design specifications, and (2) conduct a full feasibility study for Green Lab development. The successful supplier will work closely with NSMO to strengthen its institutional and technical capabilities, ensuring the secure, stable, and reliable operation of Vietnam's power system with significant renewable energy penetration. Proposals must be submitted by the Close Date and Time in accordance with the instructions provided. The RfQ package includes: Terms of Reference (Schedule 1), Submission Instructions (Schedule 2), Terms and Conditions (Schedule 3), RfQ Response Form (Annex I), and Budget and Workplan Template (Annex II).
