Federal-Provincial Coordination and Tracking System for Pakistan's Climate Commitments

The UK Government's Partnering for Accelerated Climate Transitions (UK PACT) programme is seeking qualified suppliers or consortia to deliver technical assistance to Pakistan's Ministry of Climate Change and Environmental Coordination, Pakistan Climate Change Authority, and provincial governments. Pakistan has committed to reducing greenhouse gas emissions by 50% by 2035 through its Nationally Determined Contribution (NDC) 3.0. However, achieving this ambitious target requires stronger coordination between federal and provincial governments, as many climate-relevant sectors fall under provincial jurisdiction. Current gaps in federal-provincial coordination, implementation tracking, climate finance visibility, and progress reporting threaten the success of this commitment. The assignment will establish and operationalise a practical federal-provincial coordination and tracking mechanism to support NDC 3.0 implementation. Key deliverables include: a federal-provincial NDC coordination framework; a standardised NDC tracking and reporting system; an interoperability pilot connecting government climate and public-sector data systems; operational support for the Tactical Climate Coordination Forum; and a sustainability and scale-up roadmap. The intervention will strengthen institutional coordination, improve monitoring and reporting of climate actions and investments, build government capacity, support climate finance mobilisation, and integrate Gender Equality, Disability and Social Inclusion (GEDSI) considerations for more inclusive climate governance. This work will enhance Pakistan's ability to implement and report on climate commitments, enable evidence-based decision-making, improve transparency and accountability, and create a stronger foundation for attracting climate finance.
