    Brief

The UK Government's Partnering for Accelerated Climate Transitions (UK PACT) programme seeks qualified suppliers or consortia to provide technical assistance to Bangladesh's government for establishing and operationalizing high-integrity carbon markets. Bangladesh is developing frameworks for participation in Article 6, CORSIA, and voluntary carbon markets to help achieve its NDC 3.0 unconditional mitigation targets. This assignment will deliver targeted technical assistance and capacity building to strengthen carbon market governance, authorization processes, measurement and reporting verification (MRV), UNFCCC reporting, and institutional readiness across government agencies including the Ministry of Environment, Forest and Climate Change, Department of Environment, Power Division, and Ministry of Finance. The project will support practical implementation of carbon market rules, CORSIA compliance, and inclusive market participation. Key deliverables include governance and coordination tools, authorization and safeguards toolkits, CORSIA readiness guidance, structured government capacity-building programmes, and sector-specific briefs identifying carbon market investment opportunities. The initiative aims to strengthen Bangladesh's participation in carbon markets, unlock climate finance, enhance institutional capability, and support national climate targets. Interested suppliers should review the accompanying documentation and submit applications to targetedfund@ukpact.co.uk.
