    Brief

    The UK Government's Partnering for Accelerated Climate Transitions (UK PACT) programme seeks qualified suppliers or consortia to provide technical assistance to Cameroon's government. Cameroon, located in the Congo Basin with substantial forest carbon resources, aims to participate in international carbon markets including Article 6 of the Paris Agreement, CORSIA, and voluntary carbon markets to generate climate finance and implement its Nationally Determined Contribution. However, legal, institutional, and operational gaps currently limit effective market participation. This project will deliver targeted technical assistance and capacity building to establish governance frameworks, institutional arrangements, and regulatory systems needed for carbon market participation. The assignment involves working with key government ministries including the Ministry of Environment, Nature Protection and Sustainable Development (MINEPDED), Ministry of Forestry and Wildlife (MINFOF), and Ministry of Finance (MINFI). Key deliverables include a comprehensive carbon market readiness assessment, a carbon market governance framework outlining institutional roles and responsibilities, operational procedures for Article 6 participation and Internationally Transferred Mitigation Outcomes (ITMOs), a national carbon project approval system, and a structured capacity-building programme for government staff. The project will also integrate gender equality, disability and social inclusion (GEDSI) considerations, safeguarding measures, and benefit-sharing approaches. Success will strengthen Cameroon's credible participation in international carbon markets, unlock climate finance, build institutional capacity, create an enabling environment for private sector investment, and support national climate and sustainable development goals.
