Consultancy Support for Weyside Urban Village Regeneration Programme

Guildford Borough Council is seeking experienced consultancy providers to support the delivery of Weyside Urban Village (WUV), a major mixed-use regeneration scheme creating approximately 1,550 new homes, commercial and retail space, community facilities, and public open spaces. The procurement is divided into two independent lots: Lot 1 – Strategic Lead: Provide strategic programme leadership, governance, funding management, business case oversight, stakeholder engagement and programme coordination to deliver the Council's regeneration objectives. Lot 2 – Development Manager: Deliver development management services including design coordination, procurement, construction management, contractor oversight, land disposal and estate management planning across multiple workstreams. Tenderers may apply for one or both lots, which will be evaluated independently. The Council may award one or both lots to the same or different suppliers. Successful supplier(s) will collaborate with the Council, professional advisers, statutory undertakers, funding partners and contractors on this complex, long-term regeneration programme. Procurement Process: This is a single-stage Open Procedure under the Procurement Act 2023. Submissions must include a Procurement Specific Questionnaire (PSQ), quality responses, social value proposal and commercial submission. The contract will be awarded to the tenderer submitting the Most Advantageous Tender (MAT) based on published evaluation criteria.
