Brief

Transport for Greater Manchester (TfGM) is seeking market input to establish a new delivery arrangement for UTC ducting and minor highways services, replacing their current framework that is nearing expiration. This opportunity will support the ongoing renewal and enhancement of the highway network across Greater Manchester. The successful arrangement will deliver minor highways schemes including traffic signal ducting upgrades (SCOOT/MOVA), bus stop improvements, pedestrian crossings, and junction construction and upgrades. TfGM is open to either a framework arrangement with multiple suppliers or a single supplier contract, and will confirm the final structure following market engagement. Two contracting options are available: a 4-year framework contract (1 May 2027 – 30 April 2031, estimated value £25,000,000) or a 12-year single supplier contract (1 May 2027 – 30 April 2039, estimated value £90,000,000). Interested suppliers are invited to engage during the market consultation phase to influence the delivery model and requirements.
