    Brief

Transport Scotland is establishing a 4-year Multiple Supplier Framework Agreement to provide essential asset management technical services for Scotland's trunk road network. This framework supports Transport Scotland in meeting statutory obligations while improving how road asset data is managed and analysed according to national standards. The framework consists of four specialised service lots: 1. Asset Management Improvement Programme (AMIP): Provides lifecycle planning, network resilience analysis, scheme identification and prioritisation, asset management policy updates, information management, performance tracking, and staff training to drive continuous improvement. 2. Asset Management Performance System (AMPS) Development and Maintenance: Delivers ongoing development and maintenance of the existing IT management system essential for trunk road network management and operating company contracts, enhancing analytical capabilities and integrated management tools. 3. Geotechnical Certification Services: Supplies independent geotechnical services including ground investigation certification, geotechnical design review, and technical advice for Scottish trunk roads and related transport infrastructure projects. 4. Asset Management Technical Advice: Offers design standards review, professional services guidance on departures from standards (including DMRB and MCHW), and transport research to improve road safety, construction, operation and maintenance. Suppliers should have expertise in asset management, road infrastructure, IT systems, geotechnical services, or transport research, with ability to deliver value for money and innovation across the Scottish trunk road network.
