Early Years Parenting Support Service

Medway Council is seeking a provider to deliver an integrated Parenting Support Service as part of the Best Start in Life programme. This service aims to improve early childhood outcomes and reduce health inequalities by providing accessible, evidence-based parenting support to families with children aged 0-5. The service will combine universal and targeted support through a blended delivery model: Core delivery activities: • Community outreach and engagement through stay-and-play sessions and presence at local events • Home visiting support via self-referral and Early Help pathways • Support for parents addressing wider health and wellbeing factors • Early identification and signposting for perinatal mental health and parent-infant relationship needs Community capacity building: • Recruitment, training and coordination of volunteers • Delivery of evidence-based parenting interventions (such as Incredible Years) • Collaboration with Best Start in Life partners to identify emerging SEND needs The successful provider will integrate existing services including the Universal Parenting Programme and volunteer-led home visiting, creating a cohesive, outcomes-focused model. The service must demonstrate capability to work collaboratively across the system to increase the likelihood of children achieving a good level of development by the end of Reception.
