    Brief

Medway Council is commissioning specialist providers to deliver the Experts at Hand Partnership, a comprehensive support programme designed to strengthen the local SEND (Special Educational Needs and Disabilities) system. The programme aims to build the confidence, knowledge and capability of mainstream schools and settings to effectively support children and young people with SEND through access to specialist expertise, training and collaborative working. Providers will deliver services across five specialist areas: (1) Special School Inclusion Expertise – providing outreach, SENDCO coaching and mainstream workforce support for complex needs; (2) Alternative Provision and SEMH Expertise – offering consultation, workforce development and support for children at risk of exclusion; (3) Specialist SEND Expertise – delivering specialist knowledge, consultation and resources for low-incidence and complex needs; (4) Leadership Development, Training and Communities of Practice – supporting SEND leadership and facilitating professional learning networks; and (5) Parent, Carer and System Co-production – ensuring lived experience shapes service design and delivery. Services include consultation and coaching, workforce development and training, leadership development, peer-learning communities, inclusion reviews, resource development and stakeholder engagement activities. The Council will appoint one or more providers for each specialist lot. The programme will strengthen the local SEND system by sharing expertise across education, health and care, building workforce capability, supporting earlier intervention and inclusive practice, promoting collaboration and developing sustainable networks that reduce reliance on specialist escalation. The Council seeks organisations with demonstrated expertise, capacity and commitment to work collaboratively and deliver high-quality, sustainable improvements in inclusion and outcomes for children and young people with SEND.
