    Brief

Brent Council is seeking a qualified contractor to deliver a comprehensive Domestic Abuse Perpetrator Programme. The service includes: a 26-week behaviour change programme for perpetrators; pre-engagement support and advocacy for those not yet ready to participate; parallel victim safety support in coordination with Domestic Abuse Safety Advisors (DASAs) and local victim services; and professional training for staff working with domestic abuse cases and perpetrators. The programme focuses on medium to high-risk perpetrators, integrates with MARAC and safeguarding processes, and employs a whole-family, trauma-informed, and culturally responsive approach suited to Brent's diverse communities. The contractor must be aligned with Respect standards or accreditation, demonstrate strong multi-agency partnership capabilities, and implement robust performance monitoring to measure engagement levels, behaviour change outcomes, reoffending reduction, and victim safety improvements.
