    Brief

    Birmingham City Council is seeking a specialist behavioural science consultancy to design and deliver a comprehensive behavioural systems model that identifies the drivers of vehicle dependency across Birmingham and determines effective targets for behavioural interventions. This work will support the city's Healthy Streets programme, which aims to create safer, more pleasant neighbourhoods that encourage walking, cycling, and public transport use while reducing private vehicle dependence. The assignment requires an evidence-informed modelling approach to analyse the complex, interacting factors influencing vehicle dependency—including habits, safety perceptions, transport accessibility, and environmental influences—and to identify the highest-impact opportunities for behaviour change. The successful supplier will need to register with Birmingham City Council's free e-tendering system (in-tend) at https://in-tendhost.co.uk/birminghamcc/ to access full ITT documentation and submit their response. Completed submissions must be returned by noon on 8th October 2026 via the in-tend system. The contract will commence 9th November 2026 and run for 10 months.
