Great Britain Delay Repay Service - Supplier Procurement

Rail Delivery Group (RDG) is procuring Phase 1 supplier services to establish a consolidated national Delay Repay service across Great Britain, in preparation for the Great British Railways (GBR) transition. This opportunity encompasses three main workstreams: (1) core Delay Repay platform and systems integration leadership; (2) electronic Ticket Validation Database (eTVD) capability; and (3) print, postal and physical fulfilment services including letters, rail travel vouchers and warrants. Solutions must be flexible, portable and compatible with evolving TOC and GBR technology environments, with clear integration interfaces and transition support. Suppliers should design solutions to support future operational handovers, exception handling queues and management information reporting. Phase 1 is anticipated to be followed by additional procurements including Pay As You Go (PAYG) scheme integration. The contract spans the full duration with potential term extensions, based on current estimated capacity and throughput requirements.
