Brief

Transport for Greater Manchester (TfGM), in partnership with Greater Manchester Combined Authority (GMCA), Greater Manchester Fire and Rescue Service (GMFRS), and Greater Manchester Police (GMP), is seeking a new integrated Enterprise Resource Planning (ERP) system to replace TfGM's aging SAP platform. Background: TfGM operates the UK's largest light rail network (Metrolink) and coordinates public transport across Greater Manchester's ten districts, serving a population of 2.8 million. The organization implements transport policies aligned with the Bee Network vision—a unified, iconic brand for buses, trams, and active travel. Opportunity: A feasibility assessment commissioned in late 2025 confirmed strong organizational appetite for a shared Group ERP solution.
