    Brief

    WRAP is seeking an internationally experienced PhD-level expert to provide strategic technical advice and quality assurance for the Plastic Reboot programme's global Policy and Extended Producer Responsibility (EPR) workstream. Plastic Reboot is a Global Environment Facility (GEF)-supported global initiative co-led by UNEP and WWF, implemented in partnership with UNDP and UNIDO, supporting governments across Africa, Asia, Latin America and the Caribbean to accelerate circular economy solutions and address plastic pollution. Under contract to UNEP, WRAP leads the global Policy and EPR workstream, developing practical guidance, facilitating technical exchange and supporting countries to strengthen enabling policy frameworks. The successful consultant will review and shape technical guidance, advise on emerging international policy developments and best practice, ensure outputs are applicable to Global South contexts, and contribute to webinars and technical working groups. The ideal candidate holds a PhD in environmental policy, plastics/packaging policy, circular economy, waste management or EPR, with minimum 20 years' professional experience. Required expertise includes extensive government advisory experience—particularly in Global South countries—on plastics and packaging policy development and implementation, covering governance, financing, enforcement and social inclusion. Demonstrated success developing evidence-based policy recommendations for governments and international organisations, combined with excellent written and verbal communication skills, is essential.
