Supported Housing and Floating Support Services Framework Agreement

The Council is establishing an eight-year flexible framework to commission supported housing and floating support services, including homeless street outreach. The framework is divided into four lots: Lot 1 covers complex long-term supported living; Lot 2 addresses high support transitional accommodation; Lot 3 provides medium to low support transitional accommodation; and Lot 4 delivers floating support services including street outreach. Services will be codesigned with residents to achieve outcomes including tenancy sustainment, homelessness reduction, improved health and wellbeing, and greater independence. The Council will procure services based on presenting demand, available funding, and suitable building availability. The framework allows flexibility to procure different or additional services in future. The Council may appoint any number of providers and reserves the right to award contracts with or without competition. Call-off contracts may extend beyond the framework agreement end date and will follow framework terms outlined in tender documentation.
