    Birmingham City Council is commissioning external consultancy to conduct a comprehensive domestic abuse needs assessment for the city. The 6-month contract runs from 7 December 2026 and requires delivery of a well-evidenced written report combining qualitative and quantitative data. Key deliverables include: - Analysis of domestic abuse prevalence and local response across all agencies - Examination of trends over the past three years and projections for the next three years - Identification of gaps in provision for new and underserved communities - Mapping of domestic abuse pathways across Criminal Justice, Children Services, Health, Housing, Homelessness, Education, and Adult Social Care - Assessment of commissioned and non-commissioned domestic abuse services - Review of exempt accommodation provision and associated support pathways The assessment must go beyond statutory requirements under the Domestic Abuse Act 2021 (which covers only safe accommodation needs) and span the full continuum of domestic abuse response: prevention, support, and crisis intervention. This whole-systems approach will provide evidence to inform Birmingham's strategic response to domestic abuse and support survivors across all service touchpoints.
