    Brief

    The University of Birmingham is seeking a qualified consultant to conduct a comprehensive Heat Decarbonisation Network Study for its Edgbaston campus. The study will evaluate technologies and solutions to replace gas-based heating with low and zero-carbon alternatives, resulting in a detailed roadmap for campus-wide decarbonisation. Key deliverables include: (1) assessment of heat generation technologies and network solutions; (2) techno-economic evaluation of shortlisted options including capital costs, operating costs, carbon savings, risks, implementation timescales, and viability; (3) analysis of impacts on campus electricity networks and load requirements; (4) identification of collaboration opportunities with third-party heat network providers; (5) evaluation of funding and financing mechanisms; and (6) supporting evidence and business case for future investment decisions. For each decarbonisation option, the consultant must provide detailed cost analysis, space and infrastructure requirements, operational considerations, and feasibility assessment across different campus buildings and areas. The study should produce a prioritised roadmap with clear actions and sequencing that demonstrates technical feasibility, financial credibility, and deliverability. To express interest, consultants must register on the University's E-Tendering Portal and provide: evidence of relevant experience on comparable projects; and a detailed methodology describing your approach, analytical methods, and reporting format. Following the expressions of interest stage, approximately five consultants will be shortlisted for the formal tender. Note: This procurement is conducted outside the Procurement Act 2023.
