    Brief

London's Violence Reduction Unit is seeking Expressions of Interest from experienced providers to develop practical tools and frameworks for identifying and responding to Extra-Familial Harm (EFH) in local authority housing assessments. The six-month project (January to June 2027) will create evidence-based resources to help housing officers, safeguarding teams, and community safety practitioners consistently recognise and address EFH-related housing needs for young people. Working through rapid mixed methods and co-production with young people, local authorities, housing providers, and practitioners, you will: conduct evidence and policy reviews; analyse current practice through interviews and workshops; co-design an EFH needs assessment tool and response framework; and develop an implementation roadmap for wider adoption. Deliverables include a gap analysis and theory of change, a prototype assessment tool with trauma-informed training materials, and recommendations for piloting and scaling. This market testing exercise invites applications from organisations with experience in: supporting young people affected by violence; co-designing tools with local authorities; stakeholder engagement including young people; safeguarding young people; research on violence, housing, or housing challenges for vulnerable young people. Interested suppliers should complete the MS Forms questionnaire by 31st October 2026.
