    Brief

Dublin City Fire Brigade is awarding a 4-year direct contract to Sidhean Teo for maintenance and service of Lukas road traffic collision (RTC) equipment. This procurement is conducted under Article 32.2(b)(ii) of EU Directive 2014/24/EU, which permits direct awards when services can only be provided by a single supplier due to technical reasons and lack of competition. The Fire Brigade operates over 20 sets of Lukas RTC equipment and associated tools that require annual certified servicing to meet manufacturer specifications, legislative requirements, and workplace safety standards. Sidhean Teo is the only authorized Lukas service agent in Ireland qualified to provide these specialized maintenance services. The contract value is €800,000 (excluding VAT) and covers equipment servicing, maintenance, and related support over the 4-year period. A Voluntary Ex Ante Transparency (VEAT) notice was published on the Official Journal of the European Union (OJEU) on 23 September 2026 (OJ S 184/2026).
