All-Age Substance Misuse Prevention, Treatment and Recovery Service

Medway Council is awarding a contract to provide an integrated substance misuse service for children, young people and adults. The service will deliver prevention, treatment, recovery support and employment assistance through a unified all-age model that removes barriers between services and improves transitions. Key service elements include harm reduction, clinical treatment, psychosocial support, one-to-one and group interventions, outreach, and evidence-based employment support to help people maintain meaningful work as part of recovery. The provider will deliver these services across seven days per week, using a combination of clinical clinics, community-based outreach, digital support and flexible pathways tailored to individual needs and ages. The service must operate according to core principles emphasising person-centred care, prevention and early intervention, recovery-focused support, accessibility, integrated working, lived experience involvement, safeguarding, and staff wellbeing. The contract runs for 36 months initially with options for two further 24-month extensions. Selection of the provider follows the Health Care Services (Provider Selection Regime) Regulations 2023. Providers may submit written representations until 18 September 2026. The selection process evaluates providers on Quality and Innovation (25%), Integration and Service Sustainability (25%), Access and Health Inequalities (20%), Social Value (5%), and Price (20%).
