Payroll and Pension Services for University Hospitals of Leicester NHS Trust

University Hospitals of Leicester NHS Trust is seeking supplier engagement for a potential end-to-end payroll and pension services contract, estimated to commence on 1st September 2027. This Preliminary Market Engagement (PME) Notice invites suppliers with NHS payroll, public sector transformation, or technology-enabled payroll experience to share their capabilities and innovative approaches. Scope: The contract will cover payroll administration for approximately 18,000 employees, including compliance with NHS terms and conditions (Agenda for Change, medical and dental pay frameworks), NHS Pension Scheme administration, HMRC statutory reporting, system integration with ESR and related platforms, employee and manager self-service functionality, cyber security and data protection compliance, and mobilisation support. The Trust is open to outsourced, co-sourced, shared service, or managed service delivery models. Key Requirements: Demonstrated capability to process 25,000+ payslips accurately, proven experience with complex NHS pay arrangements, business continuity planning, enhanced reporting and management information, responsive support services, and flexibility to accommodate future changes. Next Steps: Suppliers must express interest by 16th July 2026 via the Atamis e-sourcing platform (Reference C451468) to participate in a pre-market engagement meeting on 28th July 2026.
