Managed Service Provider for Corporate Transformation

Sandwell MBC is seeking an experienced Managed Service Provider to deliver urgent, time-limited transformation capacity while establishing a permanent in-house Transformation function. The Council faces immediate capacity constraints across programme mobilisation, business-case development, service discovery, project delivery, portfolio assurance, benefits realisation and implementation support. The successful supplier must provide hands-on delivery resources—not advisory support alone—with a flexible blend of specialist and generalist transformation expertise. Key responsibilities include rapidly assessing programme health, scope, delivery readiness, dependencies, risks and resource requirements; translating assessments into governed and deliverable work packages; maintaining clear accountability for commissioned outputs; and supporting knowledge transfer and capability development. This is a temporary role designed to stabilise priority activity and increase delivery pace during significant organisational change. The supplier will work as an integrated partner with Council officers, with external capacity reducing in a controlled manner as permanent resources are recruited and become operational.
