Transformation Managed Service Provider

Sandwell MBC is seeking an experienced managed service provider to deliver urgent, scalable transformation capacity while establishing a permanent in-house transformation function. The Council faces immediate capacity gaps in programme mobilisation, business-case development, service discovery, project delivery, portfolio assurance, and benefits realisation across its expanded corporate transformation portfolio. The successful provider must deliver hands-on transformation resources (not advisory support only), including programme management, project delivery, and business analysis capability. Key responsibilities include rapidly assessing programme health, defining executable work packages, establishing governance, managing risks, and identifying resource requirements and benefits. The provider must work as an integrated partner with Council officers, maintain accountability for outputs, support knowledge transfer, and enable a controlled transition as permanent staff are recruited and embedded. This is a temporary engagement designed to stabilise priority activities and accelerate delivery during significant organisational change. The resource profile must be flexible to align with evolving priorities.
