Underground Infrastructure Data Standardization and Commercial Development

The West of England Mayoral Combined Authority (WECA) is seeking specialist support to consolidate and standardize underground infrastructure data from three local authorities: Bath and North East Somerset Council, Bristol City Council, and South Gloucestershire Council. The project involves transforming existing duct, chamber, and fibre route information into a consistent geospatial format compatible with industry standards. Additionally, the project requires development of guidance materials covering asset governance, stewardship, commercialisation readiness, and management of unauthorised third-party occupancy. This is a desk-based project using existing datasets and records, with no requirement for field surveys, site inspections, or physical asset validation. Successful delivery will enable WECA to better manage, protect, and potentially monetize the combined authority's underground infrastructure assets.
