    Brief

    The UK Government's Partnering for Accelerated Climate Transitions (UK PACT) programme seeks qualified suppliers or consortia to provide technical assistance to Nigeria's electricity sector. Following the 2023 Electricity Act reform, Nigeria is decentralising its power market and empowering States to regulate electricity generation, transmission, and distribution. This reform supports the national Energy Transition Plan, Nationally Determined Contribution, and Mini-Grid Regulation 2023, aiming to expand renewable energy, improve efficiency, and reduce emissions. However, implementation faces obstacles including institutional capacity gaps, evolving regulatory requirements, and insufficient technical and data systems. This Expert Deployment will deliver targeted technical assistance to the Nigerian Electricity Regulatory Commission (NERC) in three priority areas: (1) establishing emissions tracking systems within the Nigerian Electricity Supply Industry, (2) developing demand forecasting guidelines for electricity distribution companies, and (3) conducting an Institutional Capability Assessment to enhance NERC's organisational effectiveness. The assignment complements existing donor support and addresses critical gaps in current initiatives, focusing on creating practical, scalable regulatory frameworks and tools that integrate into NERC's operations.
