Brief

The Police and Crime Commissioner for South Wales is seeking an independent review of Closed-Circuit Television (CCTV) provision across seven Local Authority areas: Bridgend, Cardiff, Merthyr Tydfil, Neath Port Talbot, Rhondda Cynon Taf, Swansea, and Vale of Glamorgan. The review will assess current public space CCTV arrangements and their effectiveness in supporting crime prevention, public safety, community reassurance, and tackling serious violence and anti-social behaviour. The successful contractor will evaluate contributions, needs, and opportunities from Local Authorities, South Wales Police, community safety partners, and other stakeholders. Deliverables will include a comprehensive assessment of current provision and recommendations to ensure CCTV capability remains effective, sustainable, and fit for purpose. The review will establish a clear blueprint for future delivery arrangements beyond May 2028, when new police governance arrangements take effect. This is an independent commission requiring thorough stakeholder engagement across the South Wales Police force area. Contract dates are subject to successful completion of vetting.
