    Brief

    Liverpool City Council is seeking a provider to deliver an Integrated Advocacy Service offering both legally required advocacy and flexible support services. The service must provide Independent Health Complaints Advocacy (IHCA) and support the Council's obligations under the Care Act 2014, Mental Capacity Act 2005, and Mental Health Act 1983. The provider will deliver statutory advocacy to eligible individuals and non-statutory, issue-based advocacy to address unmet needs for those outside formal eligibility criteria. Services should be person-centred, independent, and outcome-focused, helping individuals express their views, understand information, make informed decisions, and participate in processes affecting their lives. The service must prioritize those experiencing substantial difficulty in understanding, retaining, or communicating information and those lacking appropriate informal support. The provider will ensure equitable access, promote inclusion, safeguard rights, and improve wellbeing for vulnerable adults across Liverpool.
