    Brief

    The Low Pay Commission is seeking a research organisation to conduct a two-wave survey examining the views and experiences of workers in low-paid jobs, particularly those earning at or near the National Living Wage (NLW). The survey will be conducted in late 2026 and Spring 2027, with final results delivered by September 2027 and a report by November 2027. The research will explore how workers experience changes in the NLW and their broader working conditions, complementing the LPC's quantitative analysis of pay, hours, household incomes and worker characteristics. Findings will directly inform UK government policy decisions affecting millions of workers and thousands of businesses, as well as contributing to international policy discussions. The maximum budget is £50,000 excluding VAT (£60,000 including VAT). Applicants must submit complete tenders including written responses to three quality criteria (understanding requirements and context, methodology and approach, ability to deliver), a detailed pricing schedule, and all required commercial documents as specified in Section 5, Part E of the Invitation to Tender document.
