    Brief

The Low Pay Commission (LPC) is inviting research tenders to investigate the impacts of the National Living Wage (NLW) and National Minimum Wage (NMW) in the UK. This call funds 1-year projects delivering results by September 2027, with final reports due in November 2027. A separate call (LPC 2026/03) offers larger projects with delivery by September 2028. The LPC advises the government on minimum wage policy and needs research to understand the effects of wage increases since 2019, filling gaps in current knowledge. Research should complement the LPC's economic and labour market analysis. While suggested topics are provided in the tender document, innovative proposals on related areas or extensions of previous research are welcome. Up to three projects will be funded, with a maximum budget of £60,000 per project (excluding VAT). Complete tenders must address three quality criteria: understanding requirements and context, methodology and approach, and ability to deliver, plus detailed pricing and required commercial documentation. This research will directly inform UK minimum wage policy decisions affecting millions of workers and thousands of businesses, with findings of interest to policymakers globally.
