    Brief

Essex County Council is seeking market engagement from prospective providers to help shape its commissioning approach for Additional Reablement Capacity in 2027. Reablement services provide short-term support to help adults recover independence following hospital discharge or community referral, typically involving nurses, therapists, social workers, and care professionals working in partnership. The Council aims to develop integrated intermediate care services that promote independence, improve outcomes, and deliver value for service users and residents. This is a joint commissioning opportunity with NHS partners as part of Essex's wider intermediate care pathway. The Council is conducting a soft market test to refine the scope and specifications of this procurement. Interested providers should register free of charge on the OPEN platform (open-uk.org/opportunities) to access the detailed briefing document and respond to commissioning questions by 17:00 on 17 June 2026. A face-to-face market engagement event is scheduled for 29 June 2026 in Chelmsford with both morning and afternoon sessions available. Additional virtual engagement sessions may be offered in July 2026 to support specification development. Expressions of interest in attending events should be sent to ict@essex.gov.uk. The final scope, contract duration, and procurement timetable will be confirmed in the formal Tender Notice following governance approval. Queries can be directed to Barry Messenger, Procurement Specialist, at barry.messenger@essex.gov.uk.
