XBRL-Based Pension Data Reporting System for Ireland's Pensions Authority

The Pensions Authority of Ireland seeks to procure a comprehensive XBRL-based data recording and reporting system to fulfill its regulatory responsibilities as the National Competent Authority (NCA) for pension schemes. The system will streamline the collection, validation, and analysis of pension data, enabling standardized reporting to meet two primary regulatory frameworks: (1) IORP II compliance under EU Directive on Institutions for Occupational Retirement Provision, including Article 35(5) of Regulation (EU) No 1094/2010 and EIOPA's regular information requests (EIOPA-BoS-23-030), and (2) Digital Operations Resilience Act (DORA) compliance under Regulation (EU) No 2022/2554 for Registers of Information reporting in XBRL-CSV format. The solution should support efficient data submission processes and ensure compliance with evolving EU regulatory standards. Target implementation is October 2026.
