British Embassy Tokyo Compound Refurbishment - Phases 2 & 3 Market Engagement

The UK Foreign, Commonwealth & Development Office (FCDO) is undertaking a multi-phase refurbishment of the British Embassy Tokyo compound following the sale of surplus land. This preliminary market engagement notice invites supplier feedback on Phases 2 and 3 of the programme. Phase 2 (estimated value £15-20 million) involves extension, remodelling and full refurbishment of the Chancery Building, including replacement of mechanical and electrical systems, building fabric upgrades, accessibility and sustainability enhancements, and associated landscaping. Contractors will contribute to design development from RIBA Stage 3 through Stage 4 (or Japanese equivalent) prior to construction. Phase 3 (estimated value £15-20 million) covers refurbishment of the Ambassador's Residence, construction or refurbishment of a multi-purpose building for storage, plant and parking, and site-wide streetscape improvements and landscaping. The FCDO is seeking market feedback on procurement approaches, including: (Option A) tendering Phases 2 and 3 separately with distinct procurement exercises, or (Option B) a staged approach with a single procurement covering both phases, where Phase 3 pricing may be subject to repricing as scope develops. The Authority anticipates using NEC4 Engineering and Construction Contract terms, potentially with Early Contractor Involvement to support design and risk management. All work must comply with Japanese building regulations and planning processes. Interested suppliers should provide feedback on packaging options, risk allocation, commercial mechanisms, and alternative delivery models suitable for delivery within a live diplomatic estate.
