    Brief

    Woodley Town Council is inviting quotations from experienced youth service providers, voluntary organisations, social enterprises and community groups to deliver youth services and activities during the financial year 1 April 2027 - 31 March 2028. The Council seeks flexible, innovative provision for young people aged 9-21 that aligns with its Youth Strategy 2025-2030. Providers may focus on specific age groups, activities, or delivery approaches. The Council may appoint one or multiple providers based on how proposals collectively support its strategic objectives. The Council is particularly interested in provision during school holidays and Friday evenings, though other times will be considered. Services should be accessible to young people in Woodley, inclusive, safe, and focused on personal development, skills, confidence and community connection. Priority will be given to proposals engaging vulnerable young people and those not currently accessing existing provision. Types of provision include: activity-led sessions, sports, arts and creative activities, training and workshops, mentoring, leadership opportunities, trips and events, and other innovative approaches. All provision must demonstrate clear outcomes and measurable impact. Proposals must address: the service being offered, target participants, location and frequency, intended outcomes and measurement methods, provider experience and suitability, safeguarding and risk management arrangements, partnership working, and full costs. Eligible applicants must demonstrate relevant experience working with children and young people, appropriate safeguarding policies and procedures, qualified and vetted staff/volunteers, suitable risk management, appropriate insurance and governance, and capacity to deliver reliably throughout the contract period. The Council allocated £40,000 for youth services in the current financial year and will determine available funding and allocations following review of proposals.
