Carbon Accounting and Utilities Management Solutions for Transport for London

Transport for London (TfL) is conducting preliminary market engagement to identify suppliers capable of providing integrated Carbon Accounting and Utilities Management solutions. TfL is London's largest electricity consumer, using 1.6 Terawatt hours annually across over 2,000 operational sites and 2,500 metering points, with annual utility spending of £357m. TfL currently manages carbon accounting and utilities through separate systems and seeks to understand market solutions that can integrate the following capabilities: utilities bill payment with validation and reconciliation; utilities data visualisation and performance management; comprehensive carbon accounting for Scope 1, 2, and 3 emissions compliant with the GHG Protocol and SECR legislation; supply chain carbon data capture and reporting; and forecasting and scenario planning tools to support TfL's science-based net zero commitments. TfL is issuing a Market Sounding Questionnaire to suppliers across the market. This market engagement is conducted under the Procurement Act 2023 and does not constitute a formal procurement or commit TfL to any subsequent procurement activity. Suppliers interested in participating should respond to the MSQ to demonstrate their capability in these areas.
