Consultancy for Education Sector Analysis

This consultancy opportunity involves conducting a comprehensive analysis of the education system in Sierra Leone, covering all levels from Early Childhood Education to Higher Education, including Non-formal and Adult Education. The analysis will focus on access, participation, learning outcomes, resource allocation, and governance, while also addressing important issues such as gender, inclusion, resilience, and climate change. The selected consultant will collaborate with another consultant and various stakeholders, including LIFT fellows and teams from UNESCO IIEP, to ensure a thorough examination of the education sector. The consultancy is set to begin in January 2026 and will conclude by May 31, 2026, requiring up to 50 days of work. All deliverables must be approved by the Chief Education Officer of MBSSE and the Chief Technical and Higher Education Officer of MTHE by the end of May 2026. The work will primarily take place in Freetown, Sierra Leone, with necessary travel to schools and District Education Officers in two districts for interviews. Travel arrangements will be coordinated with the MBSSE/MTHE Technical Working Group, and consultants will be reimbursed for in-country travel based on established rates. Candidates should possess an advanced degree in Education, Economics, Public Policy, or a related field, along with at least 7 years of experience in education policy analysis or sector planning in Sub-Saharan Africa, preferably in Sierra Leone. Expertise in learning outcomes analysis, inclusive education, education financing, and governance systems is essential. Familiarity with domestic financing mechanisms and experience with organizations like GPE, UNESCO-IIEP, or the World Bank is also required. Strong analytical, writing, and facilitation skills, along with fluency in English, are necessary. A deep understanding of the Sierra Leone education system is desirable.
